The ledge is a great spot for killing enemies that are trying to run out of tunnel. It is a great spot to set an ambush on enemies passing by on Derbaran Snipe area. (Beware of enemy on NIU sniper tower, and street.)
Instructions on how to get on the ledge below.
Step 1: Get on the little wall on the Derbaran Sniper Tower, near the tunnel. 
Step 2: Aim your body toward ledge, and roll foward towards ledge.
Step 3: Camp out on the ledge.
